R Laser Sights Legal?

I am looking for a tactical light, and need some advise on some things. I have a S&W M&P 9mm. What is the minimum lumens that I should get? What are some good makes or brands? Are there any that will not stick out past my 4 1/4" barrel? Is it legal to have the laser sight on a pistol?

Surefire X400, combined laser and light. 110 lumens max I believe.
