I gather (?) we can't just breast our grouse anymore either.

I have run into CO's in the bush quite a few times in the last couple years. Always have a few breasted ditch chickens in the truck, never had a problem. Your mileage may vary depending on your local CO.
 
I skin them, then take off the back legs, backstraps, and front legs. No gutting.

Thats sounds pretty much how I do it , with the hind legs and backstraps still together.
If theres alot of action , I'll wait for abit to clean , then clean them all in a spot that I can watch over for 'yotes the next day.
