Rail vs bases

Is one better then the other for mounting a scope. I have a new remington 700 sendero sf ii I am picking up next week and adding a vortex viper hst ( not sure if getting 4-16x44 or 6-24x50 yet) and am looking for the best way to mount the glass. Is it a matter of personal preference or does one actually work better then the other.
 
The rail give you more "retail space" on which to mount the scope, and rails can have things like 20MOA cants available. Bases are lighter and lower profile, although for a hunting rifle I prefer Talley lightweight one piece rings/bases.
 
Only get a rail if you need one. If you need the extra elevation fine. If you don't, then why put up with high mounting that make a adjustable cheek-piece look good, potential close range zero problems, running scope at the extreme end of the adjustment range, and obstructed port for nothing?
 
So the rifle will be mainly hunting but wanting to play around long range just to see what I can shoot not getting to serious into it. How would I tell if I need the extra height or not. Looking to order here soon but it's on hold for now as I have no idea what to get.
 
So I picked up the rifle. Will be adding a vortex viper HST in 4-16x44 using the vortex pmr 0.97" rings. Using the medium height rings so my defender caps will have clearance. Not sure if I should get a 20moa rail or just get some bases for it. Hard to decide as I've never put anything together that I would want to try to shoot long range with.
