ran out of adjustment on 10/22 scope

I have a 6-18 banner in leupold rifleman high rings on a 10/22. I'm still 4" low at 50 yards and I ran out of adjustment. What now? I've never ran into this before and I've had a lot of different scopes on 10/22s. Should I shim the front ring or under the base or what?

Google 10/22 barrel droop. It happens to a lot of guys.

lol isn't there a pill for that? I don't think it is barrel droop. The barrel is bedded for 2" infront of the v block. I guess its possible but I don't think its likely.

I sold my trophy xlt 6-18 for the same reason. There is only 40 minutes of adjustment in that scope.
