It's under 26" already, slipped by on a miracle. No, don't touch it. Only reason they aren't restricted is because they "require two handed operation" and they don't look scary at all. It's an old timey cowboy gun don't you know. Don't cut it.
 
now that the question has been asked, im curious. cutting an already shorter than 26 NR down even more, while still requiring 2 handed operation, due to it being a lever...? Would it change anything? i mean hes not cutting the barrel...
 
it is manufactured at around 24.5 inches .

a rifle can't be cut down to shorter that 26 inches .

here is the problem here a person takes one of these rifles , adds 1 inch of length to it and it is no longer a nonrestricted since its now modified length is 25.5 inches .( it needs to be over 26 inches ).
same thing goes if it is shortened , you are under 26 inches AND you are no longer at the approved manufactured length.

this is similar to how a barrel can't be cut down below 18 inches , but a new barrel can be made from a manufacturer that is less than 18 inches .

soooo what about a full size butt stock.. thats adding like 7inchs+/-. does this make it a restricted because its been modifed or because the barrel is stock and the new length overall is like 31inch is it still non restricted.. ?
