Range membership to get restricted permit

Do you need to be a member of a rifle pistol club to get a restricted permit to own a handgun. Wish to start shooting cap and ball black powder revolvers from U.S. Civil War era, flintlocks from the 18th century and cap and ball single shot. I should think that these clsses of firearms would be on the restricted list as they are handguns.

No not antiques, working reproductions. I particulary wish to know if you need to belong to a sanctioned range.
