RAR failure to fire

Tested Ruger American Ranch in 7.62x39 with a few different brands of ammo:
Chinese surplus - all good
S&B fmj - all good
S&B sp - all good
PPU sp(pointed) - about 40% click and no bang. Most "duds" fired on the second try, but some needed 3-4 strikes to go bang :(

Had anyone with RAR experienced that with PPU ammo? Wondering if it is ammo at fault or an issue with my rifle.
 
If other ammo goes BANG then it's probably a hard primer in the PPU ammo with a less strong spring than a SKS or AK47 thing. Federal bulk box 223 gives me 2% failure to ignite in my 2 RAR rifles. Other ammo with softer primers all ignite. The same ammo in a Tavor, AR15, WS-MCR give 100% ignition.
 
I’ve run 200 PPU through my 7.62x39 without issue so not really any help. I’ve had issue with triggers with a blade where you compress the blade and hold before breaking and getting misfires, especially if it’s turned down to light.
