Re-loading 12ga 3" non toxic (such as hevi-shot)

Can it be done.

What is needed equipment wise. I would be purchaseing the shot and wads from the states? That being said, would it be more economical to re-load or simply purchase the bloody shell's pre made $40 for ten.

Hevi-shot would need the same reloader or kit as steel, the wads are expensive as they are the same type as for steel...the last time I priced hevi-shot or bismuth it was $145 for 7 lbs....Regretably I have switched over to steel in all but my old guns, and will continue to use bismuth in them.
