re-sizing question - ADVICE PLEASE!!

Run a case into the die until the side wall just makes contact with the bottom of the die. Pull it out, check to see if the case neck is sized down right to the shoulder. If it is, try the case in your rifle. If it chambers smoothly, the die is perfectly safe to use as long as you set up the press to stop at the proper point.
Looks like a home-made attempt at a neck sizing die.

Minimum critical speck when resizing any brass is to work it to the minimum required to hold a bullet and feed reliably in the arm it is to be used in.
