Is a parker hale a good candidate to rebarrel from 308 to 358 win

Would be a straightforward job.
If you like the rifle, and want the .358, go for it.

.308 and .358 are two bullet diameters... not cartridges... I am assuming you mean .308 Winchester and .358 Winchester... as above ... an easy conversion with a new barrel. The .338 Federal (.338-08) would be an excellent choice as well.
