First question, what kind of barrel are you switching to?
Depending on that, and your DIY skillz a smith isn't strictly necessary. I recently re-barreled a Weatherby XXII myself, pressed pinned Annie 64 action so same fitment as the Savage. New factory barrel was used selected with a shank diameter to slip fit into the receiver and is glued in with Loctite 680. If any machine work is required then obviously you need a smith. I had a crown repaired through Al Simmons Gunshop in Hamilton and the work there was very good. I would talk to them about it.
To minimize my expenses, I'm providing a smith with the required dimensions to fit new barrels to these rifles so he machines the blank for me but I did all barrel removal and install myself. The middle is the XXII and it got a factory 1416 barrel the others get customs.
