Is there a gunsmith that can can change a SVT40 to a more popular round such as a 308 from 7.62X54 Russian?

It'd cost you a fortune for a custom made barrel and converting it from a rimmed cartridge to a rimless. The 7.62 x 54R is rimmed, uses a .311" bullet and its case head is not flat. .308 Win uses a .308" bullet in a rimless case. Much higher pressures too.
Long ago, when 7.62 x 54 was not available at all, Globe Firearms tried to convert SVT40's to .303 British with dismal results. Most of 'em came out with bad headspace.
Reloading will fix your ammo needs much less expensively than changing cartridges.
