For a standard Tula TOZ-78-01, get the following:
Tasco Varmint Mildot 6-24X42mm Scope (AO, Windage, Elevation, 6-24X, mildot). CAD$99
Millet Open Sights. CAD$29
Also get a sling & a bipod, the benchrests aren't too nice at my local range...
Unfortunately, the scope is too big and is obstructing part of the sight picture through the open sights (iron sights), especially for the 75 & 100m ones... Wish these Millet rings were just a tad higher!!! Ohh well... You don't really need see-thrus, but since it was my first gun and I had bought the scope a day after buying the gun and had never fired a firearm before, I still wanted the opportunity to shoot with the iron sight and learn how to do it properly, so that’s why I got the see-thrus… I bought them from Le Baron in Montreal along with the scope, $100 for the scope + $25 for the rings, great deal if you ask me...

I zeroed the scope myself, didn't even take me 5 minutes... Just removed the bolt & rough-sighted the thing, aligned the scope, shot a couple, and it was done... As for grouping, this combo is absolutely phenomenal... At 50 yards, the first time you sheet this baby, the first bullet would hit dead center, and you'd think the second one is off target cuz you wouldn't see any other spots on the target... Only later did I realize that the bullets are going through the same hole at 50 yards (after 10, I'd miss a little and would turn the hole into a slot)... At 100 yards, just aim 5 dots down (make sure you get the mil-dot reticle version of the scope, it's ideal for downrange) and you'll get the same results... I'll try and scan some of my targets & groups...
BTW, I shoot Winchester PowerPoints...
Go out and buy it now... You won't regret it...
