Anyone care to make a suggestion on what spotting scope I should get? My budget is $2000 and I want something that is 60x and should have either a mil dot reticule or a tactical milling reticule. The hash marks of a TMR are preferrable to the mil dot reticule.

Suggstions?

The Vortex Razor would be my choice. It has a variable power (20-60) eye piece, and there is also an optional 30X wide angle ranging/tactical eye piece available for it. The optical quality is outstanding on the razor, I have had mine for a few years now, as well as a Vortex Nomad. Can't go wrong in my opinion!

There is some good discussion in this thread:

In particular the Bushnell Excursion FLP and the Leupold Mark 4 spotting scopes are options, although I haven't used either so I can't provide firsthand comment. They both have 60 mm obj, 40-45x max mag, and some sort of first focal plane reticle. I think I'm going to save up for the Leupold one myself.

look at the nikon field scope 25x75 82mm ed glass very clear and around $1300. alot of high end shooters usethe Kowa 77 series and 88 series which both have flourite glass.
more $$ though

I agree the Kowas are excellent spotting scopes. whether it be 60,70,80,100mm objective, sometimes larger objective will give you more light transmision & with good lens coatings or low dispersion glass may give you a brighter picture and more clarity at higher magnification.
