Recommend me a semi 223 10 lbs or under and $2000 or less

Volquartsen Evolution in .223 clicks most of your boxes 1/2 MOA , weight right at 10 lbs , price you need to find a used one to be at $2000, nonrestricted. Great trigger. Uses AR 15 magazines.
Something to look in to.

How about HK SL8's, I know they are up posed to be accurate but how do they balance and weigh?

HK SL8's are probably most accurate semi-auto .223 available, in large due to excessively heavy barrel which relegates it to bench duty unless you get barrel work done. If you get barrel work done chances are you will want to do stock upgrades to get away from the factory thumb hole stock and upgrade from the factory polymer top rail.

This upgrades add up damn fast!
-Barrel cut to 18.6" thread, and reprofile will robably be $500-1000. Muzzle device extra.
-Stock upgrade will be $450-750.
-Top rail $100-250

Optional upgrades are also uber expensive.
-AR Magwell $200-450 if you are lucky enough to find a Spuhr mag well in Stock.
-keymod handguards $450.

Fully upgraded with out optic's it's a 5k venture to get close to the XCR-L just with better accuracy.

This is my second XCR, I had a load developed,that shot sub MOA for the first one as well.
I don't think it's so much ,a small sample,as it's more to do with handloading.
I admit, the best factory rnd was just over 1 MOA (53 vmax) and I've tryed lots.
My first one was sub MOA with one load ,only.
I found 3 sub MOA ,with this one, in one sitting.
