Recommendations for AR bits

Hello all,

Looking to pick up a stripped lower (no stock) and lower parts kit for a friend who is soon to be acquiring his PAL, to get him started. Budget is $350 or less. 1) What brands would you recommend, and 2) where could I find them, and 3) how good is the interchangeability if buying from different manufacturers?
 
He's getting his Rpal right? The lower is the registered part and is restricted. You could buy anyone any part except the lower - if you buy him a lower it would have to be registered in your name and then that registration transferred to him.

The good news is, with ARs most parts are pretty much interchangeable between manufacturers.
 
We have Rainier Arms upper/lower combos for $338 right now which are in transit and clearing customs.

Add a DPMS lower parts kit for $79 (found here) and you're just slightly over your budget, however you also have a matching upper for your lower ;)

Okay, so if we're looking at a stripped upper, is it not as easy to get the receiver and parts separately and assemble? My little research so far makes it seem someone more complicated and not very common. What bits would you need to get to complete an upper? Barrel, BCG, hand guard, sights/mounting...? I'm not too familiar with the mechanics of the AR15, my friend knows a lot more since he is in the military. I'd ask him, but it's a surprise gift.

It is easy to get all of the parts to assemble an AR but if he is just getting his PAL now, jumping into assembling an AR from component parts might be more of a challenge than he is ready for - it is not as simple as snapping some parts together and requires a few specialized tools.
You could buy him a complete upper and then all he would have to do would be to build or find a lower and he'd be good to go BUT you'd be over your budget significantly.
Another route to go would be to buy him some accessories; maybe an upgraded grip (umbrella corp or magpul), sling (VCAS), stock, back up iron sights, that sort of thing. You'd be up to $350 in no time.
 
Not sure if a complete upper could be assembled for 350$ or less. Most receivers cost 175-200$ and an S&J barrel on sale is 200$, then you still need your gas system and handguard. Like others said maybe just buy some parts so that he/she can buy some more to complete. If they are somewhat mechanically inclined it's not too hard to assemble as long as you watch what you are doing and take your time if you don't feel comfortable. You will need a vice, assembly blocks or something to secure the receiver, an AR armorer's wrench and torque wrench for tools. Some people say you don't need a torque wrench, but there is a value on the nut so it's up to you. Keep an eye out on EE and you might be able to build for less, that's what I did.
