Red Dots in cold weather

It says its rated to -40 but so do my boots which suck after -15.

The -40 rating on your boots is an "ATR" (Active Temperature Rating), which means that you must be doing something active to achieve warmth in such a harsh temperature. And in -40 temps, you had better be snowshoeing up a bigass hill or running from a hungry pack of wolves, or maybe just walking very fast for a long time.
As soon as you stop, your -40 boots are about as good my running shoes in 0ºC temps - useless.
And keep in mind, ANY bit of skin that is exposed to the air will be losing major heat, and your body will be sucking blood from the extremities (feet, hands, junk) and they will be the first to get cold. So now your -40 boots are doing nothing to keep you warm because there are other factors like your nose, lips, ears, wrists, etc that are exposed to the air and preventing your feet from receiving blood and in turn warming up.
 
So i take it you live in a concrete bunker that can resist a 50 MTon nuclear explosion.........

I personally can't afford it, mine is cinder blocks and 2x4's with stucco on the outside, so far so good .

No I live in a conventional house, because I can't afford the bunker and I'm not worried about surviving such an attack.

I've played with my eotech and aimpoint in temps from -10 to -30 with blowing snow, freezing rain etc,walking from truck to stand to truck.
never a hiccup with either - or a thought that I might have a problem. I think TDC has a good point about purchasing the best you can afford and for the conditions that you are facing.

Do we all need scopes that can be submerged to 150 feet? no, but it helps to know that it will stand up to some elements.

as for boots - don't wear cotton socks - athletic socks don't cut it.
make sure your boots don't fit to tight, leave some breathing room between your socks and the boot.
I've never seen a boot that can hold up to -20 while standing still for prolonged periods- and I deal with footwear day to day.
 
I've worked outside most of my life. If I happen to be standing still for any length of time a pair of boots rated for -100C is okay for me maybe down to -25C, but just barely. Chemical warmers are your friend.

As far as red-dots go, I have a Fastfire that works okay at -30C, a TRS25 that I like much better that also works fine, and a Sparc that works, but won't turn off using the power switch after about a half hour in those temps. Sorry...no mil-spec gear for me...I think of red-dots as toys, to be used on .22's and shotguns (also toys), and actually never gave a thought to trusting my life to them when I bought them (I'm so ashamed!). If I ever reach for a gun thinking that I am in a life-or-death situation, it sure as hell won't have any batteries or electronics.
