I have a question about references

Can I email the application form to my referees and ask them sign&scan then email the form back to me?

All signatures have to be "wet" so answer would be no.

You can email them the form and they can print and sign it,but they need to MAIL back the signed letter

I assume you guys are talking about reference on PAL application?
I emailed my friends the form, they signed/scanned/emailed back to me. I printed it out and mailed out.
And got my license already.
