Yes, family, friends, co-workers. In the recent past yes they were contacted. But I've heard of regular PAL applications going through with no reference interviews.
I listed one of the brothers as a reference so family is fine. Generally anyone you reference 'could' be contacted. I wouldn't write down anyone of questionable character. Both my references were contacted for my pal. But I got my non res and res at the same time.
I used my Brother and his wife as my refs and neither myself nor the two of them were ever contacted for interviews. My application was for a Non-Restricted PAL and I just received it today after a 3 month long waiting game. I would say if it's just a Non-Pal there is a strong possibility they won't be contacted but you should plan for it anyway. Make sure you are all on the same page and they know how to answer some of those open ended questions just in case. Remember, you want your PAL for target practice/sporting.

They ask if the person being interviewed feels comfortable with you having firearms mostly. They specifically ask whether there have been recent job loss, end of relationship or death in the family. They also ask if you talk about violence in schools or the workplace. I can't remember any other specifics, but basically I found that it wasn't anything designed to trip people up, if people answer honestly, then it should catch the red flags of some people who shouldn't have guns.
If they get a yes answer to any one question, it isn't an automatic denial, I'm guessing they'll ask the applicant a few extra questions though.
