Who is classified as a reference? It can't be your parents can it? But it can be someone else in your family?

So even your parents who live in the same house as you? I ask because I recently turned 18, I'm going for my PAL/RPAL tommorow and I was told by my brother, who has already done his, that if you live in the same residence as someone, they can't be a reference.
