Just noticed the registration for my Colt Canada IUR complete rifle that I got from SFRC has it registered as Frame/Receiver Only under the Barrel Length section. Does it matter that it isn't registered as a complete rifle with the barrel length listed? Am I correct in assuming this is because only the lower receiver is considered the registered restricted firearm?

50% of the crowd here will say yes it matters to rehister it with the corect upper
50% of the crowd (includes me) here will say no leave it as is, as the lower is the firearm

Whoever transferred it to you did you a favor. Since you can own multiple uppers and swap them back and forth on the lower and buy and sell the uppers without changing the registration I see no reason to tell them anything.
If on the odd chance you ever get asked just tell them you just installed the upper it has on it yesterday.
No matter what upper is on the lower it is still simply a restricted AR-15 so I see no reason to call them every time you change something.

I believe there is a time limit of thirty days to inform them of any changes like this. Since you just did it yesterday there should not be a problem.

I disagree, its registered as an ar15, no matter what is the upper is on it, its still an ar15, dont need to inform them of anything.

only if its permanent I think. So you have 30 days to report, but if you remove the upper then its been reversed thus no longer required to report? Similar idea with my Sig p226 and xchange kits.

I wouldn't keep the upper on it in STORAGE or TRANSPORT in case of LEO decides to go fishing.

Maybe we should start inundating them with phone calls. Switch your upper everyday and call it in.
