Reloading .22 and other rim fire cartridges was written up a long time ago.
They but the priming compound in as a wet past and spun the case in a drill to evenly distribute the priming compound around the rim.
The used of .22 cases to make jackets for bullets was also popular to some extent.

This is one of those neat things you find at a gun show in like 20 years and buy just for the novelty of it. It would be incredibly time consuming but if it's something you enjoy, then who cares.

Tools for the less common rimfires would be attractive. With careful positioning, a case should be good for half a dozen shots.
I would be concerned about some idiot mixing up a batch of the primer components. Priming compound is nasty stuff in bulk.
