There is no requirement by law to show ID or a PAL for ANY component in Canada. That INCLUDES powder and primers. Anyone asking for them is doing so because they have invented some local policy and want to see it, you do not have to show it.
And before you get all jumpy, I order powder and primers mail order all the time from Higginson's, WSS, and Cabela's. All are shipped WITHOUT even asking for a PAL.
The law only encompasses ASSEMBLED ammunition. AMMUNITION! Components are not ammunition.

i believe he was asking for information on if he needed a pal to purchase as i assume he probably doesn't and needed to know if he had to get one.

I know what he meant. It was a joke but he did say "ID or your PAL" like both of them would be a problem.
