I asked the same question a few weeks ago.
I read a few books and the best one for me was actually Lyman's Reloading Manual 49th edition. The first 1/3 of the manual is a detailed 'how to'.
Wholesale sports has the Lee 50th Anniversary Starter Kit on sale right now for $109! It's a steal. It has your press, scale, powder trickler, chamfing tool, trimmer, and both sizes of primer feeders.
All you need to do is buy a set of dies and you're all set.
Of course, I find myself buying more and fancier equipment nearly by the day because I enjoy it, but the 50th anniversary kit is all you really need.
Lyman's 49th edition manual: $30
Lee's 50th anniversary kits: $109 (includes cartridge holder)
Set of dies for your caliber: $30
Total: $169
Of course, you'll need your consumables too. (primer, cases, bullets, powder.)
If I can offer a tip:
I learned quickly that different sources offer different load data which is often contradictory. Each one is tested in a different manner and with different bullets. I find the best data I get is from the manufacturer of the bullet. Since I'm shooting Nosler's in my 30'06, I will use their data.
If I decide to use a load from the Lyman's manual, I will purchase whatever bullet that they used to test their load. It seems that different types of 180gr bullets create different pressures and the load is affected by this. I have found it best to load for the exact bullet you're shooting in my limited experience.
