I have a buddy with a semi 7mm rem mag. Can I use my dies that are 7mm rem mag but not small based and new brass to reload for his semi rem mag? Thanks for advise

If you are using new brass it won't matter. If you are resizing fired brass, might be OK, or a SB die might be needed. Ammunition must chamber freely without resistance in a semi.
Incidentally, you might want to help your friend load his ammunition with your equipment, rather than loading for him.

i've got a remmy 742, a browning bar, and a bunch of m14s- none require a small based die

Semi-autos, of any make, must be Full Length resized every time. Either a regular FL sizer die or an SB die will do. If you have an FL sizer die, you're all set. The case lengths(new brass isn't necessarily the right length. Trim 'em so they're all the same, chamfer and deburr the mouths. Then size 'em in a FL sizer die) and seating the primers properly is important too. Other than that, reloading for a semi-auto isn't any different than for a bolt action.

I reload for a few semi-autos and have never needed a small base sizing die, just a full length resize with regular dies works fine for me too.
