Please forgive the gallows humour. I don't know, but if it was my task, I'd just load a representative sample of ashes for the ceremony into shot shells in a reduced lead shot load and have at it.
I have done this for a good friend.
I used my regular recipe and shells, but used 1 oz of lead and 1/8 oz of cremains instead of 1 1/8 oz of lead.
12 boxes of shells were made, and I still had about 4 lbs of cremains left over. I only used 37.5 oz, or about 2.4 lbs of cremains.
The deceased friends at the club had a little memorial shoot, and it was very nice. They all went bang, and broke clays as they should have. Check the weather, as you do want the wind at your back when you are firing. They can be a little dusty when fired.
I kind of considered it an honor to do this for my friend.
