Wanted to get some input on an older Rem 1100 that's had holes drilled in the top of the action. I'm assuming somebody did this for a tactical rail or scope mount..... Super unfortunate...ugh...

First question - Is it safe? I'm pretty sure the action's strength hasn't been compromised, but could it blow junk in your eyes while the action is cycling?
Secondly is there anything that can be done to clean it up? Is it even worth the trouble? First thing that came to mind was maybe some super short flat heads could be installed to fill those holes? How bout the scratches?
New to the scene and would really appreciate some input.
