pretty much what it costs for a 700. You'll be paying a lot more for a custom action. You can always buy an SPS off the shelf and use that action and sell some of the bits.

I couldn't find one cheaper than $550. I looked at buying a complete gun , but that's $700 and the barrel and stock is worth very little. Then by the time you get the smith work done , your into it for 8 to 9 hundred. I just said #%# it and bought a tac 30 .

No doubt. Even a custom off a 700 action is probably could run your north of 2500-5000 depending on want exactly.
