Have a newer RR action with terrible primary extraction. Does anyone have a source in canada who can properly time and tig weld the bolt handle?

There is more to the equation than just repositioning the bolt handle.

The handle requires re-working by .080"-.150" depending on handle vintage.

The handle is typically brazed to the bolt body - with the torch and hi-tensile silver solder from your local welding store you can attempt it yourself - it is a forgiving operation. The handle can be repositioned until you like it
And poor extraction is often a rough chamber or ammo overpressure sign - polishing the chamber or even changing the barrel for the aftermarket may be the best solution.
