Rem 700 extractor

I have a "new for me" Rem 700 LTR in .223 with (apparently) 250 rounds through it.

When I chamber a snap cap, the cartridge does not extract when I retract the bolt.

When I chamber a live round, but do not fire, the cartridge does not extract when I retract the bolt.

When I chamber and fire a live round, the case extracts and ejects properly.

Contrary to my sig line, I am newb with rifles. Any suggestions?

did you clean the chamber? i had the same issue with a 700 in 223, which turned out to be some left over machining "gunk" that would stick the cases in the chamber...
a more thorough cleaning and it works excellent now...
 
Sounds like its new extractor time. Of all the extractors that I have run into over the years the Remington 700 is one of the nastiest. It ranks right up with the savage 110 and post 64 model 70 extractors. All three of these do something that others don’t. If a case gets stuck they don’t just cam out when the going gets tough. They just rip a chunk out of the case rim. The 700 has a couple weak points though. Because it is so small and light it is very hard to heat treat properly and the failure rate at birth is quite high. Some are to hard and break while others are to soft and bend. Most of the time the people at the plant catch the bad ones but some do slip through. Also because of the small size the tolerances are very tight. A small piece of brass can wedge under or over the extractor and cause it to stick. While at Remington the repairmen explained a few tricks for angling the leading edge of the top and bottom of the extractor to prevent this and also to grind the bottom of the extractor a few tho to give the extractor a slight amount of slop to help it self clean. Also the bolt face has to be cleaned up a bit where the extractor rides to remove high spots in the tool marks. Over the years there have been about 15 variants in the extractors and none of them have been simple to install. Best left to a gun plumber. Rod
 
Have a gunsmith check the headspace and inspect this used rifle is my advice.

I'm with you on this one. Sounds like the bolt is closing without the extractor seating on the rim. Could be excess headspace, especially if firing the cartridge is seating it properly.

Might just need a good cleaning as well.
