How can i remove the spots on a matte finish...they are nor deep or anything, just looks more like orange blemishes..
I noticed them when I took it outside in the bright light

I would try some Never Dull. It is like cotton batting with a fine polish in it and it takes off light surface rust without taking off the blue.

Keep those sps rifles lubed.
They are starting to rust as has been my experience with that type of finish on past
Remington Express products I have owned in the past.
An afternoon on a salt marsh will explain, I just transfer that precaution to the SPS finish well recommend at least.

the sps rough finish rifles take a nice cerakote finish. acually makes them look better. I cerakoted my 308 sps tactical as I was getting rust spots on the metal under the stock. it was near new. the sps has one of the worst finishes I have ever seen. the old rifles I have that are blued stand up a lot better than the newer stuff. the bonus is once coated its only inside the barrel that needs attention. I even do the firing pin, spring and exterior of the trigger. not much to worry about after that.

setup is costly. needs grit blasting with fine aluminum oxide, soak tank with acetone to get the oils out, spray equipment and a means to bake. if doing one rifle its probably cheaper to send out unless you have access to the equipment required. cerakotes web site is really good explaining the procedure.
