Rem 700

I have an older Rem 700 in 223.
When I load the mag with the shells part way forward, the gun cycles perfectly. When the shells work their way to the back of the mag, the bolt can't catch them to feed the chamber.
Is there supposed to be a spacer in the mag to prevent this from happening?
 
YES there is supposed to be a spacer, about 3/8" in that magazine box. Can't remember what it's called, but my M700 .223 has one. I do remember making one out of a recycled cookie sheet (pssst, don't tell my wife ;) ) and my tin cutters. That's not a very hard thing to do.... Hope this helps.
