Rem 7400 won't cycle

Assuming it is factory ammo that is failing... best bet is to take it all to a gunsmith, have him inspect it, clean it and test it...
 
Is the problem with ejecting the fired case?

I have seen a few 7400's that have had a problem ejecting caused by rough or rusty chambers. They worked fine after having their chambers polished.
 
If changing the magazine did not solve the problem, then I suggest that you take the rifle apart and give it a thorough cleaning. I have a 7400 also and it only started to perform well after being well cleaned. Just like yours, it would fire the first round but the bolt would then not fully lock up after cycling, leading to some FTF.

First make sure that it's a 7400 and not one of the earlier 740/742 variants.
Regardless of the model, having someone knowledgeable with these rifles look at it is key.
The advice of checking the chamber is sound. I have worked on many of these rifles and one thing I always do if it's exhibiting extraction issues is clean and lightly polish the chamber with 0000 steel wool and oil.
 
Scrub the snot out of the chamber with a good brush and light solvent. They can be very fussy about any buildup in the chamber. Remington makes a chamber brush on a wire thay goes in thru the ejection port. Acklands also has brushes on a twisted wire that work good too, and are cheap, just get the right size for the chamber and bend the wire to fit.
After cleaning the chamber make sure it is dry . If you are reloading for it use small base dies, and full length resize.
