Anything is possible with enough money. However you would need a new barrel, new bolt, new magazine and a whole lot of work to make it jive. Not worth your time or money, when you can buy a .22 Hornet rifle off the shelf for less than $1000.

Buy the .223 version, and reloading equipment to load down to Hornet levels.

My inclination is to echo what has already been said. You can buy a REALLY nice rifle in .22 Hornet, for the money it would cost to have all the custom work done. And it is liable to actually work satisfactorily.
 
I think Savage makes a model 25 hornet bolt gun, that would be less than half the cost of converting the Remington.
