Depends on which pistol grip you use. I have an 18.5" barrel on my 870 and it is about 25.75" long from muzzle to the back of the receiver. With a pistol grip it would be around 28-28.5" long, maybe 30" with a long grip body. The limit for a non-restricted is 660mm (25.984"), so you can only go a couple inches shorter on the barrel unless your pistol grip has a long body on it. The next common barrel length after 18.5" is 14", so you would need to find a long(ish) pistol grip to make it work as a non-restricted.
I agree with Fixit on the cost, finding a short barrel for less than $100 is a very rare thing.

No OAL needs to be 660mm (25.984"). 18.5" only refers to Centerfire barrels

A little piece of information for you greengoblin: shorter barrels are generally much priceier than longer barrels. I'm not sure why, but that's the way it's been for a very long time.
The minimum overall length for non-restricted is 660mm (~26"), centerfire semi-autos must have 18.5" barrels to be non-restricted and manual action centerfires can have any barrel length, as long as it was manufactured at that length and not cut down.
If you are thinking of the Blueline shotguns, they are currently classified as a restricted firearm with the pistol grip in place.

Supply and demand, along with the fact that they are often produced in small batches, with the attendant higher fabrication costs.

I just outfitted my Grizzly mag-fed with a 12.5" barrel and a Knoxx Top-Folder. I come in at 25-7/8" OAL. I temporarily added a washer between the pistol grip and receiver to bump me up to 26"+, but will end up adding a sling adapter to replace the washer.
Can you show us some pics. I've been thinking about this setup myself, want to see how it looks.
