I have nearly 4500 rounds down my R700 5R milspec.
I can't really comment on the initial precision, because I have been learning to shoot on this rifle. I have made several 1/4 MOA 5 shots groups over its life. However this is the exception and not the rule. My rifle and I are now a 3/4 MOA duo. But I have really started to notice a drop in precision this past year.
I would say that I am now averaging 1 MOA with hand loads. I assumre that the rifle was capable of 1/2 MOA when I first bought it, but I was the weak link and thus I never saw that kind of performance.

If I could make a suggestion. Have you used a firearms torque screwdriver to ensure the stock and receiver are torqued down to 45? With the bedding block you should have it set around there. Many say 65 but I don't think that much is necessary. This could be the reason for a loss in accuracy. Or one of the screws has become looser than the other. This seems to make more of a difference than the actual tightness.
One other thing to check is the crown.
Yes these rifles seem to in general shoot .5 moa out of the box with off the shelf match ammunition (168 Federal Gold). It's nice to have the option of shooting off the shelf stuff and still be competitive rather than having to reload.
Crown was recut during the accurization of the action last year by Mr. Rempel. Accuracy was improved for about 500 rounds because he also recut the chamber. But I quickly saw it diminish.
I use a 'calibrated' snap-on torque wrench for critical items like that.
I am convinced thats its time for barrel replacement. Its about the only thing I haven't tweeked on this rifle.
