Remington 700 Police or 700 5R Milspec

I am not saying they're not available. Its that at first they werent made for "citizen use". They were made for security officials and higher standards were set I expect since they were ment to be used to protect lives. Now they are available in many places but still not as easy to pick up. I went to the local gun store 2 weeks ago, out of curiosity I asked them about the Rem 700P. They told me that they do not carry that rifle but could order it for me, they said it would take some time as well.

No higher standards or better methods of manufacturing. It's the same barrelled action and similar HS Precision stock that you could buy on any number of other 700 models. Very little in the way of difference.

I prefer the HS Precision stocks over the Bell & Carlsons that Remington is now using on its varmint rifles.
 
Squirrley11- It's the OP's decision, but I'm not sure that the extra cash is worth it for the XCR. The money goes towards the TriNyte finish- which is very classy, but maybe overkill when the rifle is already stainless underneath. Krylon is $6.

Consider also it comes with a slower twist (standard Rem 1/12) and a B&C stock, which I have heard many say are inferior to the HS Precisions. I admit I have never held a BC before though. The actual differences may be subjective at best...
 
12" twists on 308's will stabilize everything you can realistically shoot from a 308 cartridge. Anything tighter is only inducing more torque and pressure.

What about for shorter barrels like 18" with heavy (i.e. long) bullets? Does a faster twist have any advantage in that situation? This Remington ships with an 18.5" barrel and a 1:10 twist Hart barrel:

From what I have seen the Bell and Carlson Stocks appear to be rock solid. I admit the 5r also has an excellent stock and I have not compared the two side by side. I also like the 26" barrel on the XCR but barrel length becomes preference and depends what you plan on doing with it.
