Looks to be a Remington 700 PSS with the old style detachable magazine. HS Precision stock with the dual sling studs points to that along with the heavy barrel. Not too many were made with the Remington magazines, most were standard flood plates.
So what’s the big difference between the PSS and the LTR, the mag and the non fluted barrel?

Open the action to ascertain if there is the lack of cartridge feed rails in the receiver.
If no feed rails exist,the action will always be a DBM platform to function properly.
"D" prefix serial numbered receiver is late 80's early 90's vintage.
The month & year of the barrel manufacture is validated by the barrel code stamping letters.

I had a Remington 700 Police I purchased about 1992,short action 308 26" heavy barrel, HS Precision stock , matte finish ,end flap on box was marked "700 Police". The model the op posted IIRC is called a 700P DM . The LTR version came a little later I believe. There was a complete system with factory mounted and bore sighted Leupold scope matte finish 3.5-10x40 with target knobs ,duplex crosshairs, Leupold mounts and Harris bipod in a hard case that they offered was called the TWS for Tactical Weapons System. The OPs rifle is identical to the one i had except for the detachable mag.
