Remington 7600 270 fired case develops a ring

My brother in law has a Remington 7600 pump in 270 that has an odd problem, once a case is fired it develops a ring about half an inch down from the shoulder.

Reloads and factory loads develop the same ring and no ring is present after sizing case, also the ring seems to be perfectly round not wavy or jagged.

If I run a fingernail along it from top to bottom I can distinctly feel it catch but if I run the nail up, it lightly skips past which leads me to believe the top portion is slightly smaller diameter than the bottom section.

I'm not sure if the corrosion difference in the picture is related or not, I just grabbed one shell out of the 2 boxes of fired cases he has.

He lives a few provinces away so i can't see the rifle, any ideas ?

The chamber is flawed and would need to be set back and re chambered... and there isn't enough 'meat' to do that. You can always shoot factory ammo and ignore the fired cases. You could also try running a reamer in to see if the forward part of the chamber is under size or the rear over size.
