18.5” I believe to stay within the legal oal to be NR, put an Ar collapsible stock like a Mesa Tactical LEO stock on it and you can go as short as an 8.5” barrel and still be over 26” in oal.
This is a old thread I started. I obtained all the fix ins for my SHTF mobile shotgun. Just want to explain what I have done and make sure I'm legal.

The shotgun is under 26" when folded but over 26" when the butt is extended. So the shotgun is legal because the extended length is over 26" right?\

No, it has to be over the magic 26" while folded. 14" plus a raptor grip ( the raptor grip is quite long, as said a regular pistol grip won't do it) is about the shortest you can go. I don't know if an extended choke or mag extension would even count on the oal because they can be removed in a few seconds. Like a lot of these stupid laws no one has tested them in court, so till then everyone has their own interpretation ( note most people tend to interpret stuff in favour of their own self interest)

Extended chokes or breachers don’t count for barrel length but do count for OAL, same with a recoil pad or a sling plate mounted between the stock and receiver or a collapsing stock. They increase the OAL, so they count towards OAL measurements.
Don’t you just love out stupid convoluted firearms rules lol, it’s almost like someone with no clue or firearms experience made them. Oh yeah they did, ####ing politicians...
Unfortunately you aren’t, it has to be over 26” at its shortest length aka folded. So with a 12.5” barrel you’ll need an M4 style of stock, at its most collapsed you’re still over the 26” OAL.
I want to say it has to be over the OAL at its shortest length while still being able to be fired but don’t quote me on that, the folding Leo stocks allow you to fire it while the stock is folded. It’s a shame as a folding Leo stock or a birds head grip with a 12.5” barrel would look great I bet.

Just to clarify, the actual shotgun is a 18" full wood buttstock. I have the LEO and 12" barrel from other projects. Was considering that configuration, that is why I wanted to make sure legal lengths.

Not sure it is worth the hassle now. I guess it will remain 18". I'm certainly glad I asked and you all were kind enough to help. Little disappointed. Think a 12" barrel and LEO stock would have been very interesting. I found a picture on the net, unfortunately its crazy trying to put pictures up. It looked like a great size for SHTF. Not saying I would've enjoy shooting the LEO stock LOL. As I recall from my few times shooting 00 with it. On that note, anyone have a line on the elusive butt pad?

Your full wood stock with the 12.5” barrel is still a nice compact shotgun, arguably way more comfortable to shoot than the LEO stock.
I’ve never seen or heard of a factory 16” barrel.
Yes, lots of 16” barrels were surplused from various LE agencies around the same time. Some of the photos made them almost look factory. Mine was an obvious hack job and the registration said it was over 18”. Dealer I bought it from said what’s the problem?
Nighthawk makes their "Tomahawk", which has a 16" barrel and has an overall length of 26.1" while having a vertical grip. I'm not sure if they make their own barrels or not though, but I think they're just cut down Remington barrels.
For a mag tube matching a 16" barrel you don't gain any extra shells compared to a 14" barrel and a +1 extension. And for 2.5 extra inches on an 18.5" barrel you can have a +2 extension. It's probably a better option to go with either of those, unless you want to spend a lot extra for a custom barrel.
I guess you could also go with a 14" barrel and have someone permanently attach some sort of muzzle device to it, like a breacher choke or big flash hider, so it adds a couple of extra inches.

I saw a post online years ago where a fellow from NZ took an HP9 18.5”, these have a longer mag tube, and cut the barrel flush which was approx 16”. He also took the tube dimples out and replaced the follower with a metal cup style from an old Wingmaster. I believe he was able to fit 7 2 3/4” shells after.
I’ve been wanting to do the same ever since. Issue is trying to get someone to manufacture the barrel.
