Absolutely correct. No bueno cutting a barrel less than 18” by law. Need a manufacturing licence.
Never heard of 16” factory barrels from REM either.
Some barrels have likely been cut down by a LE agency. We know they have free reign with firearms, but puts us in peril owning one.
A 14” barreled 870 with a REM ‘junior’ polymer buttstock, police forend and Wilson one round extension makes for a pleasant handling boomstick.
With a 14” I think you can install a birds head and still be legal at 26” OAL if that’s your thing.
