Not quite - there have been factory guns that came with "bullpup stocks" that were prohibbed. The Walther G22 is one. If the rifle or shotgun will fire without the stock attached, the stock is prohib

But... If I remove the stock from a Lee-Enfield rifle, the rifle can still fire... Stupid laws...

Used to be one for the Mossberg 500, same deal, the stock It self is the prohibited device, like unpinned 30 AR mags.
The laws make no sense.

Same with an 870 or a Remington 700. However none of those cases meet the definition of a Bullpup. A Bullpup firearm is a firearm in which the action and magazine are located behind the grip and trigger. This design permits a Bullpup rifle to be significantly shorter than a standard configuration counterpart without reducing the length of the barrel.

Were you to add a pistol grip and trigger linkage onto the forestock, as well as a buttplate onto your Enfield, it would then become a Bullpup. An incredibly ungainly and hugely awkward Bullpup, but a bullpup none the less.
