Remington barrel work

I picked up a really nice 870 Remington Special field 12 gauge. It's a 3 inch full choke, and seems to be really tight.
I've been shooting steel shot through it and am not impressed with the results.
I'm thinking of having the choke opened or fitted with choke tubes up to work better with steel.

What constriction will work best, and should I have it backbored at the same time?
This has the 21 inch barrel so it's not a simple barrel replacement.
Who is the best shotgun barrel smith in BC, you don't hear about custom work on shotguns much anymore.
