Remington factory folder holds 4 shells?

I have a Remington factory folding stock, marked "for law enforcement only". On the stock it has 4 holes for shells, I think , but they are not held very tight, am I missing something here!!!:(
Please feel free to put me on the right track....
Also while I have everyone’s attention, what would you recommend for a pad, possibly rubber over the but end of the stock, to save my barrel when its folded.

Ummm....someone correct me here if I'm wrong, but those holes are there to make the folding stock lighter.
 
Some of the new Remington folders are side folders and look like they are made by Butler Creek with the shell pockets in the plastic butt area. It probably isn't the original top folding police stock.

I was thinking about it some more and I am going to mount a side saddle on the top.
I am still looking for ideas for the but plate?

I'm working on it presently; I just happen to have one and I was thinking of the same possibility.
I have fashioned a small 1/8" thick aluminum plate that fits exactly in the rectangular hole in the butt and is held to it by a spring blade fastened to the backing plate by a wing nut or nylock nut. On this plate, I'll glue a rubber pad shaped to the contour of the buttplate. The compression of the spring blade will hold the pad backing in its recess.:)
As for a sling anchor, the steel hollow pivot tube is really well placed and is polished internally. It would be easy to mill a mushroom-headed stainless steel pin that would go through the tube and be held by a retaining clip.
The end of the pin could be turned and drilled to fit any quick detach swivel (Uncle Mike's).
The folding arm will swing open and closed without affecting the sling settings.
