That is basically the same thing as the lee tool
I used to own the Lee tool but broke it and replaced it with the RCBS one. The RCBS primer tool is much better in my opinion. I've never had any problems with it after seating thousands of primers.
You simply open the primer box, lay the tray over the open box, and turn the primer box over and you have 100 primers in the tray. A few taps on the tray and almost all of the primers even flip themselves right side up for priming. Flip the last few primers right side up, place the cover on the tray, and every squeeze of the handle seats a primer. The jaws are spring loaded so no shell holders are required. Best of all, you can feel every primer seat properly. I would gladly bet $100, that I can seat 100 primers quicker with this tool, than you can by tapping them in.

Is that a newer version in the picture? Mine is exactly the same but uses shell holders same as the press.
Op, reloading is a nice way to save some cash on ammo but you still need to invest in the proper tooling if you're going to do it right. Using reloading equipment that was barely acceptable when it was new (I have a box with one of the reloading kits you describe and it looks like it was made in the 40's or 50's) is probably not the best idea these days when there are so many better and safer products out there. I would rather use the primer seating attachment on my press than use a hammer and a steel rod to put them in. Spend the $40 on the right tool, you won't regret it once you start using it and see how much better it is. With the priming tools you can feel when the primer bottoms out and stop pressing rather than driving it with a hammer and slightly crushing it risking a primer detonation.
