i've used the hammer to pull heads from bad loads, must be tight.
Why not just shoot them?
Without going to a lot of work and ruining the cases, there are only two ways of getting them out of there. One is the normal way involving targets and triggers, the other is with a kinetic puller. I've done it myself with flush-loaded wadcutters.
The problem you may be having is that the bullets tend to be fairly light and there is more surface contact with the inside of the case than with a protruding bullet. If you have crimped them heavily, it will be a bit of work but it is still possible.
Just a matter of a tight crimp. Hit Harder and it will take more than 1 or 2 strikes with it. They will come out with more persuasion
