Pull the bullit,
Remove the primer with a decapping die
Dump powder
Reseat bullit.
Sound about right?

I know of a cartridge collector who tried that and got a mangled hand as a result.

What would be the reason you would want to do this? I’m not the sharpest tool in the box but I just can’t understand why you would want to do this.
