Removing loctite on barrel surface

I recently removed the rear sight on my Montana 1999 and mounted a peep on the receiver. There is a substance which looks like red loctite on the barrel surface where the sight was. Anyone know how to best remove this without damaging the blued metal? I scraped it a bit with a toothpick which didn't work. Hoppes on a rag didn't work either.
 
ordinary gun oil - a couple drops, then super fine (0000) steel wool. It won't hurt the bluing. If you are concerned, remove the stock and try it on the underside of the barrel. We are talking light to normal pressure and rub - no power tools, no heavy handed stuff!!! Others have used something brass or copper instead of 0000 steel wool - the old "penny" or a brass cartridge case - usually leaves brass / copper marks - they wipe off with a copper removing bore cleaner. Normal Hoppe's #9 is not a copper removing bore cleaner - probably not even much of any kind of bore cleaner since they changed the formula several years ago...
 
Thanks for the tip. Right after I posted I tried scraping at it with a guitar pick that was laying around. Worked. Plastic scraper was hard enough for the loctite but soft enough for the surface. Still some light residue. I will try your method for the final touch up.
 
I have found that a bit of heat helps to soften those thread locking compounds.

I then use a brass brush to get them out of the small crevices.

A wipe with gun oil usually gets the last bits of goo.
 
My recommendation in Post #2 only applies to using super fine grade - 0000 - grade steel wool - not "fine" or "medium"; not 000 or 00. Some people seem to have difficulty with the idea there are at least four grades of steel wool, and they are clearly labeled on their package.
