Removing really rough metal finish.

So recently I was given an old Mossberg 51 22 lr to work on and see what I could do to pretty it up a bit. My issue is the barrel has a hard messy crust almost like a paint like finish met with a harsh chemical. This stuff is hard as can be so I'm trying to decide how to get it off.
Just wondering if it would be possible to sand it off down to bare metal without marring it up too much. I have been meaning to try out some brownells oxpho blue so if I could get this stuff off it would be a great candidate.
 
Paint stripper. Get some with Methylene Chloride in it, normally referred to as Aircraft Stripper or similar.

Buy a pair of heavy duty chemical resistant gloves, work in a well ventilated place, near a source of running water to be able to wash any stripper off your skin. It WILL get your undivided attention! Eye protection!

Read the label, follow the directions, allow all rags and such to dry thoroughly before disposing.

If that won't remove the stuff, then blast or sand the finish away, but try the stripper first.

Auto parts stores often have spray cans of it as Paint, Gasket, and Decal Remover.
 
wire wheels have messed up more guns than anything else, fine soft is O.K., hard fast ones will pit the metal.
But as trevj said, could be paint, =stripper
 
So I took it to work today to see what I could do. Some hard strippers didn't touch it so I resorted to the fine wire wheel. It turns out whatever it was that melted the finish also got to the metal and etched some very odd pitting patterns into it. I think the oxpho blue is going to be saved for a better project.
 
Do you have a lathe or even big drill press, if so , strip everything off it, chuck it up and spin it , get some emery cloth, I like the one inch rolls and have at it, it you go this way you can go up to 600 or 800 wet dry sandpaper.
if not bead blast it and that will even everything out, you will end up with a matt finish.
when I was making 30.oo cooeys into 100.oo ones, I used my wood lathe because I could put a 36" barrel in it, I turned maple step plugs that went into each end of the barrel/ frame.
 
Not sure where you're located but in Calgary there is a do-it-yourself sandblast place with a couple cabinets.

Probably cost $20 and it'll be stripped in a matter of minutes.

One cabinet has garnet in it and the other has glass beads.
 
If Like red Green says, you are handy,? try a scraper on the finish and see how that works, I have a couple carbide scrapers, and light pressure, hold at a angle.
draw file, but if that stuff is paint? it will mess up the file could it be powder coat?
