replica flintlock pistol no touchhole is it restricted ??

so if i were to build a replica flintlock pistol without physically drilling out the touchhole, would this still be considered a restricted firearm or would it be considered a non functioning replica ??

Replicas of antique firearms are not prohibited devices, while replicas of modern firearms are, so a replica, per se, is not an issue.
Would the drilling of a touch hole be deemed to be a minor modification, the thing being readily made functional?
I would be inclined to omit the breech plug; just inlet in a tang to make it look as if there were a plug.
